Dan Rather: Are ‘horrors’ at border ‘incompetence’ or ‘malicious cruelty’?

Former CBS News anchor Dan Rather isn’t mincing words about the immigrant detention centers.

When I see the horrors taking place at the border I don’t know how much of it is incompetence and how much of it is malicious cruelty. To the children and others who are suffering, however, it is a distinction without a difference.
